Any offence which is committed by any foreigng mine-ower acting in co-operation with Chinese and which has no connection with any mining affairs may be dealt with as usual in accordance with any treaty concerned, but any breach of the mining regulations shall be dealt with according to the Hining Regulations. Regulation 77.

Appeal by foreign mine-owner.

Any foreign mine-owner, who is not satisfied with any judgment given by any Deputy for Mining Affairs in any case in connection with mining affairs may appeal to the Commissioner of Industry, who shall decide in accordance with these regulations and if no regulation has been provided to meet the case, may quote for the purpose any foreign law for mining affairs. Regulation 78.

Any foreign miner or prospector for mines who have been granted the required licence, any foreign mining engineer or any foreigner employed by the miner for the working of the mine, shall duly report any districts he proposes to travel through, and any locality he desired to reside in, to the Commissioner of In- -dustry, who will issue the necessary pass-port and notify the Authorities of the various localities to afford him due protection.
